<p>The article highlights the current state and development prospects of social counseling in the context of digital transformation. It outlines the theoretical and methodological foundations of counseling and examines key approaches (psychodynamic, cognitive-behavioral, humanistic, systemic, social-oriented, narrative), with emphasis on their application in social work practice. Special attention is given to innovative technologies that reshape a social service delivery: online platforms, chatbots, mobile applications, virtual reality, gamification, and data analytics tools. The article identifies advantages of digitalization – personalization, accessibility, flexibility, efficiency, and interactivity. At the same time, it considers potential risks such as ethical concerns, data confidentiality, digital inequality, and the need for improved digital literacy among professionals and clients. The importance of an interdisciplinary approach, professional ethics, and preserving the human-centered nature of counselor-client interaction in a digitalized environment has been emphasized. <p>This article examines the regulatory framework for palliative care in Ukraine, with emphasis on its social dimension and the implementation of service "015.4 Palliative Care." It reviews current legal instruments regulating the provision of social support for individuals with terminal illnesses, including the conditions, forms, and methods of service delivery, as well as performance benchmarks. Special attention is given to the Order of the Ministry of Social Policy of Ukraine No. 168, dated 29 March 2024, which approved the State Standard for the provision of palliative care as a social service. The content of the service is detailed, along with procedures for developing individual care plans, the role of social work professionals within multidisciplinary teams, inter-agency cooperation, and support for patients' families.The study highlights institutional mechanisms for intersectoral coordination, engagement of non-governmental actors and volunteers, and prospects for partnership-based models in social care. Methodologically, the research is grounded in regulatory analysis and applies structural-functional, comparative, and systems approaches. The paper argues for enhancing the legal basis to better integrate social and medical components, improve service monitoring, expand regional access, and formalise support mechanisms for volunteer engagement. In light of wartime challenges, particular focus is placed on the need to strengthen the role of social services in maintaining continuity of care, adapting legal norms to crisis settings, promoting mobile service formats, and developing palliative care infrastructure at the community level. This integrative approach ensures both systemic coherence and humanitarian responsiveness. <p>The article comprehensively explores case management as one of the key and effective forms of social work with single-parent families – a socially vulnerable group whose number in Ukraine continues to grow amid socio-economic instability and wartime challenges. Case management is presented as a tool that ensures an individualized, integrated, and result-oriented approach to supporting single-parent families. The study analyzes the main theoretical foundations (systems theory, ecological theory, and the family life cycle theory) that underpin this technology, as well as its practical implementation within the Ukrainian context.Attention is focused on the step-by-step algorithm of case management – from the establishment of initial contact to case closure – with a detailed description of the tools used at each stage. The article examines the specific needs and challenges of single-parent families, including socio-economic difficulties, psychological burdens, social isolation, stigmatization, and the developmental needs of children in such households. Emphasis is placed on the essential role of the social worker as a coordinator of the process, a facilitator, and a mediator between the client and social services.Special attention is given to interagency collaboration, identified as a critically important condition for effective case management. The article also highlights the advantages of this technology (individualization, comprehensiveness, increased client autonomy, coordination of services) and analyzes its potential limitations (resource dependency, labor intensity, the need for highly qualified professionals, etc.). <p>The article explores the practical principles of mediation as a technology for resolving conflict situations, with particular emphasis on the importance of developing mediation skills in alignment with higher education standards for the training of future social workers.The aim of the article is a methodical analysis of the development levels of the components of mediator competence of future social workers as the basis of their professional training. Achieving the goal of the article made it possible to use such methods as analysis, generalization, systematization, as well as modeling the levels of formation of the components of mediator competence to illustrate its practical application.Scientific novelty of the study lies in the fact that the formation of mediatory competence requires the development of a methodology for assessing the levels of its formation , taking into account the specific features of social workers' training.Findings. It substantiates a model for the levels of formation of the components of mediator competence, presenting this as a foundation for the professional training of social work students.The study reveals that the practical application of alternative conflict resolution tools is gaining increasing relevance in the field of social work. This growing importance highlights the need for new approaches, technologies, and mechanisms to effectively address and prevent conflict situations.The article establishes that the formation of mediator competence in future social workers takes place during professional training, which includes both theoretical instruction and practical exercises. The integration of mediator competence assessment into practical coursework is emphasized as a crucial step in enabling students to systematically develop mediation skills. <p>This article examines the referral mechanism as a pivotal element of interagency cooperation in addressing domestic violence in Ukraine. It presents an in-depth exploration of the normative foundations, practical implementation, and ethical dimensions of referral practices within the framework of social work. In particular, the study emphasizes the role of referral not merely as an administrative procedure, but as a complex, client-centered process aimed at ensuring that victims of domestic violence receive timely, targeted, and holistic assistance. The purpose of the article is to articulate the structure, content, and operational conditions of referral as a critical tool for ensuring continuity of care and coordination among institutional actors involved in the prevention and response to domestic violence.The relevance of the research is heightened by the ongoing full-scale war in Ukraine, which has triggered widespread social disruptions, displacement, and trauma. These conditions have led to a sharp increase in cases of domestic violence, particularly affecting vulnerable populations such as women, children, persons with disabilities, and internally displaced persons. The war has also strained the capacity of social service systems and revealed gaps in interagency communication and coordination. In this context, the referral mechanism becomes an essential means of bridging service gaps, strengthening institutional responsiveness, and reducing the risk of retraumatization for victims.The article details a three-stage model of referral: (1) identifying the appropriate service provider based on the victim's specific needs; (2) conducting the referral process with sensitivity, confidentiality, and consent; and (3) ensuring feedback and monitoring the effectiveness of the service delivered. Each stage is discussed in relation to the principles of professional social work, including client dignity, informed decision-making, trauma-informed care, and interprofessional accountability. The study underscores that the referral process should not be reduced to the issuance of a formal document.Rather, it should involve active accompaniment, clear communication, and emotional support, especially in crisis or post- traumatic contexts.Importantly, the article calls attention to structural and professional prerequisites for effective referral. These include trust among professionals across institutions, clarity about service mandates and procedures, mutual respect for roles and competencies, and a shared commitment to the best interests of the client. The research also highlights the importance of preliminary coordination between professionals, confidentiality protocols, and sustained client follow-up after referral.By conceptualizing referral as both a social work intervention and a reflection of intersectoral solidarity, the article contributes to the development of trauma-informed, client-centered service models in wartime Ukraine. <p>The article explores the specifics of crisis counseling in social work under the conditions of military conflict in Ukraine, which is accompanied by widespread psychological traumatization of the population. The need to integrate a psychological approach – particularly psychoeducation and cognitive behavioral therapy (CBT) – into the professional practice of social workers is substantiated as a means of providing effective assistance to vulnerable population groups. It is demonstrated that war, as a hyper-extreme factor, leads to collective traumatization, prolonged distress, maladaptation, and the development of psychological and psychosomatic disorders. Under such conditions, traditional approaches in social work prove insufficient. The methodological foundation of the study is based on an interdisciplinary analysis that combines insights from crisis psychology, the neurophysiology of stress, and the practice of social counseling.The study reveals that effective crisis counseling requires a profound understanding of the nature of stress responses, the dynamics of crisis states, and the stages of traumatization. An adapted model of step-by-step crisis intervention is presented, based on P. MacLean’s “triune brain theory,” which incorporates psychoeducation, emotional stabilization, and the development of behavioral strategies. The scientific novelty lies in substantiating the effectiveness of combining psychoeducation with basic CBT tools within the context of social work without requiring full-scale psychotherapeutic training. It is shown that even basic interventions – such as normalization of reactions, stabilization techniques, and work with automatic thoughts – can significantly stabilize clients’ psycho-emotional state. The conclusions emphasize that, given the increasing psychological burden on Ukraine’s population due to war, crisis counseling must become an essential component of the social worker’s professional activities. Its integration with evidence-based psychotherapeutic methods such as CBT, along with an educational component involving psychoeducation, provides comprehensive support, enhances clients’ adaptive capacity, and contributes to the preservation of mental health. <p>Objective. In Ukraine's aspiration for European integration and synchronization of its legislation with the standards of the European Union, the «European Pillar of Social Rights» (ESPR) is a reference point for reforming social policy. The study of the impact of ESPR on the practice of social work in Ukraine will contribute both to the assessment of the current state of compliance of Ukrainian social policy with European standards, and to the development of specific recommendations for its further reform, which should contribute to the construction of a fairer, sustainable and socially protected society in Ukraine. The article attempts to analyze the impact of the on the social policy of Ukraine and on the practice of social work, for the implementation of inclusion tasks.Methodology. The study used general scientific methods of analysis, synthesis, generalization, and comparison of information from open sources; content analysis of full-text scientific works in the Google Scholar scientometric database, the Ukrainian legislation database was also conducted.Scientific novelty of the work. The paper analyzes the process of implementing the provisions of the ESPR into the practice of social work in Ukraine. Based on the results obtained, the tasks, norms, and practical forms of implementing the tasks of the ESPR to improve inclusion are described.The research findings showed that the principles of EPSR can become the basis for building a modern, fair, and inclusive social policy. Such a process will have a transformative impact, including rethinking the paradigm of social services, strengthening the focus on individual needs, developing professional standards of social work, promoting intersectoral cooperation, and expanding access to quality social services. Further studies of the specified document may be directed to the analysis of specific mechanisms of EUSR implementation in Ukrainian realities, the evaluation of the effectiveness of already introduced reforms and the development of recommendations for further harmonization of legislation.</p>Volodymyr GURICH

<p>The aim of this study is to provide a scholarly justification of the significance of Social, Emotional, and Ethical Learning (SEEL) and Nonviolent Communication (NVC) as key factors in shaping emotionally mature, socially responsible, and self-developing individuals within the context of contemporary society. This context is marked by rapid change, increasing psychological and social challenges, and a pressing need to cultivate skills for peaceful coexistence.The methodological framework of the study is based on an interdisciplinary approach that integrates theoretical analysis of contemporary scholarly literature in psychology, pedagogy, and social work; comparative analysis of international and national experiences in implementing SEEL and NVC; and empirical data from pilot educational projects conducted both in Ukraine and abroad. The authors draw on meta-analytical reviews, national educational strategies, international reports (e.g., UNICEF, Education Endowment Foundation), and regulatory documents (such as the Law of Ukraine «On Education» and the National Strategy for the Development of Education 2021–2031).The scientific novelty of the study lies in a systematic analysis of SEEL and NVC as complementary approaches to the development of socially mature personalities amidst ongoing educational and social transformations. For the first time in Ukrainian academic discourse, SEEL and NVC are conceptualized as strategic components not only of educational but also of social development, taking into account the needs of post-traumatic adaptation, digital challenges, and the growing emotional vulnerability of youth. The study emphasizes the need to integrate ethical and communicative practices into educational environments to foster safe spaces that support the psycho-emotional well-being of all participants in the learning process.The study’s findings indicate that Social, Emotional, and Ethical Learning, in combination with Nonviolent Communication, plays a crucial role in developing individuals’ capacities for reflection, empathy, constructive conflict resolution, and responsible decision-making. Empirical data from pilot programs in Ukraine (e.g., the "School Without Conflicts" project) and the analysis of international experience confirm the positive impact of these approaches in reducing aggression, enhancing academic motivation, and strengthening psycho-emotional well-being and social adaptation. NVC, as both an educational and social practice, fosters the development of skills for peaceful interaction and value-oriented communication–an especially urgent need in the context of war and the post-war transformation of Ukrainian society.The integration of SEEL and NVC into Ukraine’s educational and social service systems should be considered a vital element of strategic reform. <p>The purpose of this article is to conduct a comprehensive theoretical analysis of social adaptation and cultural integration as key concepts in social work within the context of socio-political transformations, migration, and the war in Ukraine. The study aims to explore the conceptual foundations, definitions, and mechanisms through which these processes operate in social work practice, particularly when supporting vulnerable populations experiencing displacement and identity crises. The methodological framework is based on an interdisciplinary synthesis that integrates phenomenological sociology (A. Schütz), symbolic interactionism (E. Goffman), social psychology, and acculturation theory (J. Berry, S. Bochner).Analytical, comparative, and systemic approaches were used to examine scholarly sources, categorize adaptation models, and identify factors influencing successful integration into host communities.The scientific novelty lies in the contextual adaptation of classical theories of intercultural interaction to the goals of contemporary social work. For the first time in Ukrainian academic discourse, social and cultural adaptation is conceptualized not only as the process of entering a new social environment, but also as a strategic tool of professional intervention for fostering inclusive integration. The study highlights the importance of preserving cultural identity while promoting active participation in the life of the host society.In conclusion, the article justifies the application of integrative models that allow for both inclusion and cultural diversity. <p>The article presents an analysis of volunteer activities of elderly people, the features and motives of their participation. Volunteering in old age is due to the potential of a growing socially active lifestyle of elderly people who are ready to engage in social practices for the benefit of society. The main motives of volunteer activity among elderly people and factors influencing the popularization of volunteer work are identified. The significance of changing value orientations in the process of volunteer work is revealed, and the reverse impact of volunteer activity on the process of activating social practices of elderly people is also characterized.The analysis of volunteer practices presented in the text is based on the author's experience of working with clients of the territorial social service center and the council of labor veterans of the Podilskyi district of Poltava.Participants of volunteer groups of elderly people begin to make friends, visit each other and organize joint holidays; actively help various social groups, including IDPs, limited mobility elderly people; create new communities and interact with local authorities to promote their ideas. Such activity helps to overcome social exclusion in such domains as social relations, local communities and place of residence, civic participation, socio-cultural aspects. Volunteering and civic activity increase the social inclusion not only of elderly volunteers, but also of those whom they help.The difficulties in developing volunteering and civic activity include: lack of stable patterns of socially active life in old age; unwillingness to help; fear; lack of systematic training and support for volunteers; negative experience of participation and subsequent disappointment.At the same time, in addition to the economic and social effect for society, volunteering has a number of positive effects on specific people, in particular on elderly people (through meeting social needs, improving mental health, etc.). The article shows the possibilities of involving elderly people in social life using real examples.It was found that the participation of elderly volunteers in Ukraine is somewhat complicated by existing social stereotypes and the direction of public policy, but at the same time there are promising cases of involving elderly people in volunteer activities.</p>Andrii KARKACH

<p>The article examines the features of the development of a health-preserving environment in secondary education institutions and emphasizes the importance of implementing sexual education for children and adolescents, which will contribute to the formation of a conscious attitude towards health and sexual relations, the prevention of risky behavior, and increase physical, emotional, and psychological well-being.The purpose of the study is to determine methodological approaches to the development of a health-preserving environment in secondary education institutions and to identify conditions that will ensure the successful implementation of sexual education for children and adolescents in a secondary education institution.The objectives of the study are to identify and generalize the problems of developing a health-preserving environment in the social and educational environment. In addition, it is necessary to investigate the need for the implementation of sexual education for children and adolescents in the conditions of a general secondary education institution, since, in this context, they are the most vulnerable groups of the population. The article identifies methodological approaches to the development of a health-preserving environment in general secondary education institutions (axiological, valeological, activity-based, personality-oriented). Important aspects of topics on sexual education of children and adolescents are presented, which should be covered by parents in the family and by teachers in the general secondary education institution according to the age period.The conditions that ensure the successful implementation of sexual education of children and adolescents in the general secondary education institution include: the orientation of the content of training and educational and methodological support to the implementation of sexual education of children and adolescents in the context of the development of a health-saving environment; the transfer of knowledge and skills from teachers to students; the establishment of partnership between teachers and parents in the process of implementing sexual education of children and adolescents in general secondary education institutions; monitoring the impact of sexual education of children and adolescents on the level of development of a health-saving environment.The results of the generalized analysis make it possible to draw conclusions about one's own vision of the problem under study and allows us to outline the features of the development of a health-preserving environment in secondary education institutions. The scientific novelty lies in the fact that, for the first time, the content and procedural aspects of the technology for developing critical thinking in military personnel in the context of armed violence and informational aggression by the Russian Federation against Ukraine are defined and described through the prism of axiological, systemic, technological, learner-centered, informational, and activity-based approaches.The content aspect of the technology is represented by the content of developing critical thinking in military personnel in accordance with the structure of an individual’s critical thinking. <p>The article presents an adaptive model of professional training for social workers in crisis intervention and psychosocial support of veterans in communities, taking into account the age-specific characteristics of the target group and the regional context. The model was developed and tested in the city of Zaporizhzhia – a frontline region facing constant humanitarian challenges amid the full-scale war. The authors, combining academic and practical experience, substantiate the need to revise the content of training for social work professionals in response to modern conditions that require the ability to act under uncertainty, moral complexity, and social turbulence.The proposed model is based on the integration of competency-based, participatory, and person-centered approaches and includes four components: conceptual-analytical, practice-oriented, ethical-personal, and institutional-organizational. Particular attention is paid to the development of crisis intervention skills, primary psychological aid, emotional resilience, and the capacity to facilitate the inclusion of veterans of different ages, considering their specific needs and life circumstances. The empirical foundation of the study includes the results of a training course for social workers conducted at the Center for Professional Qualifications of Zaporizhzhia National University.The model’s compliance with the provisions of the professional standard for social workers in veteran support is demonstrated, while existing gaps in the regulatory framework are identified and highlighted as requiring revision. The results indicate an increase in trainees' professional readiness, a boost in their motivation for social innovation, and the establishment of community-based partnerships. <p>The article presents a critical analysis of the updated Global Standards for Social Work Education and Training (2020) as a methodological framework for modernizing the Ukrainian system of social work education. Against the backdrop of the social transformations caused by the full-scale war in Ukraine, the study substantiates the need for a conceptual revision of educational models in social work, taking into account international standards. The relevance of the study is driven by both the growing societal demand for professionals capable of acting in crisis conditions and a global shift in understanding the role of the social worker as a facilitator of change, mediator, and agent of inclusion.The author proposes an integrated participatory model that synthesizes three key components: competence as an integral educational outcome, participation as a methodology of the learning process, and subjectivity of the future social worker as an agent of social recovery. The model focuses not only on learning outcomes but also on the content, methods, and logic of interaction among all stakeholders–students, educators, employers, and community representatives.It is emphasized that under wartime and post-war conditions, this model ensures the relevance of training for real-world challenges.A step-by-step analysis of the Global Standards reveals substantive alignment between its provisions and the structure of the proposed model. Particular attention is paid to such elements of the standard as the value base of education, the educator’s role, student subjectivity, employer involvement, academic integrity, research culture, and contextual adaptation. The study demonstrates that the participatory principle in social work education transcends instrumental technique and should be regarded as an ethical and epistemological foundation of professional training.The practical significance of this study lies in establishing a conceptual foundation for improving curricula in line with global standards and local needs. The article outlines prospects for developing partnership-based platforms for community and employer involvement in educational design. In general, attention is paid to the specifics of organizing interdisciplinary interaction in crisis situations arising as a result of military actions. The mechanisms of interaction between specialists from different fields are analyzed in order to ensure comprehensive support for the affected population, including the provision of social, psychological, informational, material, non-material and other types of assistance.Methodology: the article is written on the basis of an analysis of the relevant scientific literature. To achieve the set goal, the study used theoretical research methods: analysis, synthesis, comparison, generalization.Scientific novelty: territorial communities show the need for organizing interdisciplinary interaction in crisis situations arising as a result of military actions.Conclusions: in order to fully understand the features of interdisciplinary interaction in a territorial community, the author considered approaches to organizing an interdisciplinary team (integrated and comprehensive approach); principles of work of an interdisciplinary team in a territorial community (principle of membership, principle of integration, principle of collective responsibility); determined which specialists can be part of an interdisciplinary team (social specialists, social workers, psychologists, specialists of an educational institution, medical workers, etc.). <p>An analysis of the potential for engaging participants from the public sector in addressing youth issues through social work in Ukraine is presented. The aim of our research was to investigate the prospects of utilizing non-governmental organizations for social work with youth in Ukraine and its regions. Methodology. A systematic approach was used for conducting the research, allowing us to see the state of development of the youth social work system in the public sector in our country. For a detailed immersion into the prospects of involving these organizations in addressing youth social issues, comparative analysis, document analysis, and database analysis were employed. The current regulatory framework regarding the functioning of non- governmental organizations in our country was examined, as well as the existing potential for improving youth livelihoods at the community and educational levels. Two promising areas of social work in this sphere were identified: the dissemination of ideas related to social and physical health within the youth environment; and promoting youth adaptation through self- organization, restoring intergenerational dialogue, and active participation in the socio-political life of the country. The co-authors of the research oppose blind copying of foreign experiences, but if they can fill gaps in the national social sphere, they should be considered. Germany’s experience in combating destructive types of youth addiction indicates the need for the participation of scouting and religious organizations to increase the effectiveness of social work in this area. Ukraine has a rich experience of youth scouting organizations that should be extrapolated to each region of our country. Conclusions. The research findings revealed a discrepancy between the activities of non-governmental organizations and the urgent problems faced by youth. <p>The article is devoted to the acute problem of public speaking, to the art of persuasion in democratic societies. Public speaking is an inseparable part of the life of human beings. The art of speaking persuasively requires certain skills and knowledge from public speakers as the world is constantly changing and setting new challenges to communicators in various rhetorical situations. So are the audiences that are becoming more demanding, sophisticated, informed, and digital. A special attention has been paid to the cooperation of a speaker and their audiences, to the ways of learning about the audiences, their demographics and culture, their modelling and design in different types of contexts. All these factors define the topicality of our research and its relevance to modern trends in humanitarian studies. The novelty of the research lies in the fact that we have applied theoretical and practical approaches to the study of the topic and focused on the cooperative audience design, analysed the expectations and preferences of the audiences of young listeners. The purpose of our research was to define audience and its design, to find out about the ways of shaping it, to point out what makes speakers successful, cooperative and well-perceived in public speaking in general and in education in particular.The topic and the purpose defined the methods of our research: surveys and questionnaires, description, analysis, and generalization.It has been found out that successful speakers usually use audience participation (questions, polls, volunteers), refer to shared experiences or knowledge, include “you-focused” language and speak directly to the audience’s needs and desires and use metaphors or examples that are relatable to them. It has been shown that with the help of the analysed techniques and approaches, it is possible to design our audiences, convert them into a second persona, make them not only active listeners but the ones that feel and live the speech. The empirical study has proved that the most important qualities of a good public speaker is their confidence and credibility, vividness, cooperation with the audience, positive attitude and passion, the ability to engage the audience and tell compelling stories, kairos, and a good sense of humour.</p>Оksana ROHACHAlla KHOMIAK

The purpose of the article is to highlight the relevance and importance of understanding regulatory and legal acts for successful practical work in the field of social protection, as well as to identify the key mechanisms for finding and applying legal documents in mastering educational content, writing academic papers, and carrying out professional activities.The relevance of the issue stems from the specific nature of the social worker’s practical activity in the area of social protection, which is based on clearly defined regulations, standards, and procedures enshrined in relevant legal acts.An analysis of the State Social Standards for the “Social Work” and “Social Welfare” bachelor’s degree programs revealed that a significant portion of the required competencies are grounded in legal knowledge.The article emphasizes the importance of structuring the educational process in such a way that students not only acquire legal knowledge on various aspects of social protection, but also develop the skills to independently search for legal information, track changes in the legal framework of social protection, and use this knowledge to analyze and forecast the development of social policy.A classification of regulatory legal acts in the field of social protection is proposed. <p>The purpose of the work is to identify the features of the marital and family attitudes of young people under martial law in Ukraine.Methodology. Methods of theoretical analysis (analysis and synthesis, abstraction and idealization, generalization and systematization, induction and deduction), empirical methods (survey using the following methods: Test card for assessing readiness for family life (I. Yunda), Questionnaire «Role expectations and demands in marriage» (ROP) A. Volkova).Scientific novelty. The main vectors of change and transformation of marital and family relations are identified: the absence of a single normative model of the structural and functional organization of the family and the legitimation of alternative pluralistic forms of marriage; the decrease in the influence of social and religious regulation on marital and family relations; gender emancipation and deformation of the role structure of the modern family; the influence of Western models of marital and family relations; the shift of the system of values of marriage and family towards individualism and privacy; change in attitude towards sexuality and sex; incorrect reproductive attitudes of young people (childlessness, childfree). Among the challenges and threats in the formation of marriage and family attitudes of young people are highlighted: deformation of the sex-age structure of the population; forced migration and resettlement abroad; change in reproductive plans; destruction of marital ties; increasing poverty among families with children; change in family roles and responsibilities. According to the results of the psychodiagnostic study, it was revealed: among young people there is a tendency towards high indicators of readiness for family life, and among girls this tendency acquires signs of stable motivation; the most significant marriage and family attitudes are: personal identification with a partner, emotional and therapeutic relationships, expectations of social activity from a partner.Conclusions. <p>The article identifies the features of document management for organizing the process of providing social mediation services in conflict prevention among vulnerable population groups. Mediation is presented as a basic social service provided to vulnerable population categories. It is noted that the mediation procedure is extrajudicial, voluntary, confidential and structured. It involves preventing the emergence or settlement of a conflict and consists of preparing for mediation, directly conducting mediation and recording the agreements of the parties based on the results of mediation. It is emphasized that in war conditions, the focus and direction of work in mediation changes, the vulnerability of participants in the process of providing social mediation services increases. Accordingly, this necessitates the need for the mediator to have additional knowledge and skills necessary for crisis mediation, which is based on a trauma-informed approach.It is noted that there are features of document management for adults and children regarding the organization of the process of providing social mediation services. This involves taking into account the specifics of the mediator's training, the conditions of provision and cases that lead to the termination of the provision of the relevant service. It is emphasized that the documentation on the conduct and results of information and assessment meetings with the mediator takes into account the consent and needs of the parties to the conflict, its essence and mediatability, the type of complexity of the case, indicators of the vulnerability of the participant and obstacles. During mediation, the documentation focuses on the dates and duration of the events, resources, rights, obligations and responsibilities of the mediator (mediators) and the parties to the mediation. It is noted that the documentation on the results of the mediation contains information on the agreements of the parties on the methods of resolving the conflict, their obligations and consequences in case of violation of the relevant agreements. It is also emphasized that after the completion of the provision of social mediation services, documentation is important that provides information on the opinions, evaluation and reactions of the recipients of the relevant service, its quantitative and qualitative indicators.</p>Viktoriia STEPANENKO

<p>The article provides a comprehensive analysis of the potential of art therapy as an effective tool for the social and educational rehabilitation of children who find themselves in difficult life circumstances. Given the growing number of children who have experienced traumatic events, violence, social rejection, loss of significant adults, or have been forcibly displaced due to war or other catastrophic events, there is an urgent need to find new forms of humanistic- oriented assistance that go beyond traditional pedagogical or psychological support. In this context, art therapy emerges as a means that combines elements of creativity, psycho-emotional relief, self-knowledge, and restoration of the child’s internal resources. The purpose of the article is to provide a scientific justification for art therapy as a universal and flexible method of social and pedagogical rehabilitation, capable of ensuring not only the emotional recovery of the child, but also promoting their socialization, the development of adaptive skills, the formation of a stable positive self-image, and an improvement in quality of life in crisis conditions. The article systematizes key approaches to the interpretation of the concept of «social and pedagogical rehabilitation», reviews scientific publications by domestic and foreign authors, and characterizes current trends in the implementation of art therapy in educational and social practice. Particular attention is paid to the analysis of such possibilities of art therapy as: creating a safe space for emotional self-expression; correcting behavioral and communication difficulties; developing creative potential; forming adaptive strategies in stressful situations; reducing anxiety and aggression; improving sensorimotor coordination; and general stabilization of the psychophysiological state. It has been demonstrated that art therapy techniques can be effectively adapted to the age, cognitive, psycho-emotional, and cultural characteristics of the child, allowing them to be used in a wide variety of rehabilitation contexts – from school environments to social support centers. The study raises the issue of insufficient systematization of art therapy experience in Ukraine, as well as the lack of unified programs focused on children in difficult life circumstances. The purpose of the study is to analyze the possibilities of using social audit of accessibility technology as a factor in increasing the efficiency of selection in national and regional project competitions.The research methodology includes a complex of general scientific and special scientific (in particular, the project method) methods. The scientific novelty of the work is of the work is determined by the justification of the applicability of social audit of accessibility (as a technology that allows assessing compliance with the principle of inclusion in the functioning of any socio-economic subject) for optimizing the selection in competitions of projects that apply for budget funding. Conclucions. Holding national and regional competitions contributes to increasing the capacity of civil society.The use of this innovative technology is a factor in increasing the level of trust and improving communication in the system "community – local government – state". This technology also contributes to the involvement of civil society representatives and organizations in decision-making processes, protection of the rights of vulnerable categories of the population. There is an obvious need to conduct a social audit of accessibility during such project selections in Ukraine. However, the requirements of these competitions do not provide for such a procedure. However, the analysis of the requirements for the design of competitive projects allows us to make proposals for an expanded interpretation of individual components of such requirements. Such an approach will allow for a basic social audit of accessibility and will contribute to increasing the efficiency of selection in national and regional project competitions. An important aspect of a social audit of accessibility is the analysis of a website's accessibility, which is used to inform all stakeholders of a project, including people with visual and hearing disabilities. It is also important for project authors to obtain a Conclusion on the inclusiveness of buildings and premises in which the project will be implemented (if the project beneficiaries are expected to stay there). <p>The article aims to provide a theoretical justification of approaches to studying the problem of domestic violence in the families of war veterans and to outline the conceptual foundations for analysing this phenomenon. The focus is placed on a comprehensive examination of psychological, socio-economic, and legal factors that influence the occurrence and dynamics of violence in veteran families. The methodology is based on an interdisciplinary approach combining sociological, psychological, and legal analysis. Methods of theoretical generalization, comparative analysis of scholarly sources, content analysis of Ukrainian legislation and international documents were applied. A structural-system approach made it possible to identify key risk factors of domestic violence in veterans’ families, including post-traumatic stress disorder (PTSD), difficulties in reintegration into civilian life, and access to firearms. The scientific novelty lies in the systematic review of theoretical approaches to domestic violence that considers the military context and its consequences.The study substantiates the need to adapt classical models of violence (socio-cultural, psychological, cyclical) to the specifics of combat trauma. A conceptual framework is proposed that combines legal protection mechanisms for victims with social and psychological support programs for veterans and their families. The conclusions demonstrate that domestic violence in veteran families is a multidimensional phenomenon shaped by individual trauma, socio-economic challenges, and cultural factors. Addressing this issue requires the integration of psychological interventions (PTSD treatment, anger management training), social support (rehabilitation, family counselling, community reintegration), and legal measures (inevitability of punishment, development of crisis services). <p>The article highlights the problem of interaction between local and international partners in terms of providing humanitarian assistance to the affected population of Ukraine as a result of the armed aggression of the Russian Federation. It is determined that local partners in the provision of humanitarian assistance are local or national organisations, communities or institutions operating directly in the area of origin and spread of the humanitarian crisis, having knowledge of the local context, enjoying the trust of communities and actively participating in the planning, implementation and evaluation of various humanitarian activities, cooperating with international organisations, NGOs or governmental structures on the basis of mutual responsibility and partnership.A comprehensive analysis of the main factors that have a negative impact on the overall effectiveness of humanitarian assistance in Ukraine due to the problems of cooperation between local and international humanitarian organisations was also carried out. It is established that although local non-governmental and civil society organisations have a sufficiently deep knowledge of the local context, community trust, and a high level of adaptability, their role is mainly limited to implementation functions, which leads to a decrease in the flexibility and relevance of humanitarian programmes, unbalanced coverage of needs, and duplication of efforts. The outflow of skilled workers to international humanitarian organisations, strict compliance requirements and a significant lack of institutional funding («core funding»), which undermine the motivation, sustainability and «institutional memory» of local partners, were also considered. As a result, the need to move from a subcontracting model to a true partnership, to expand long-term funding for local organisations and to adapt procedures to the socio-cultural characteristics of the regions in need of humanitarian assistance was substantiated.</p>Olena SHEVCHENKO

<p>The article examines the features of ethnic tolerance of Ukrainian refugees in the countries of the European Union in the context of the Russian-Ukrainian war. It is proven that an urgent and significant problem of Ukrainian refugees abroad is adaptation and integration into a new socio-cultural environment, which depends on the adoption of values, norms and models of behavior in the host European communities, and the condition that ensures this process is the level of ethnic tolerance. The problem of the impact of negative psychosocial and psycho-emotional consequences of the war in Ukraine on the increase in forcibly displaced persons is reflected in the works of domestic and foreign researchers, but in the scientific space there are not enough works devoted to the study of ethnic tolerance of Ukrainians who were forced to leave abroad in connection with the full-scale russian aggression that has begun. It is determined that ethnic tolerance is considered: as a property and trait of the personality; a form of tolerance to the customs, lifestyle and traditions of representatives of other cultures and ethnic groups; as a prerequisite for interpersonal interaction in different ethnic groups of society; how tolerant is the attitude of representatives of one ethnic community towards representatives of another community. The results of the empirical study revealed: the current problems of Ukrainian refugees in Europe are financial and language problems, employment and housing search, problems of adaptation to the new social environment; indicators of various types of tolerance have an average level of severity, and a third of those surveyed revealed a high level of ethnic tolerance; most refugees revealed a positive ethnic identity, although there is a slight increase in such types as indifference and ethno-egoism as opposing trends; the highest indicators of negative (inverse) correlation were found for tolerance indicators and indicators of «ethno-nihilism» and «ethno-isolation».</p>Volodymyr TARANSerhii SHCHERBYNAOleksii VIALKINOleksii FROLOV

<p>The article reveals the relevance of the social programmes` developing and implementing at the level of territorial communities, substantiates their role in meeting the social needs of the population in the context of decentralisation, proves the effectiveness of the local approach to the provision of social services and identifies the key factors that affect the effectiveness of their implementation. The author examines scientific approaches to the essence and significance of the subject matter of the study, and forms his own understanding of the category of social protection programme as a systematically organised set of measures aimed at solving specific social problems of vulnerable categories of the population, which is implemented within a certain timeframe using appropriate financial, material, labour and organisational resources within a certain territory. The author studies the legal framework for the formation and implementation of social programmes at both the state and local levels. The state of implementation of state targeted programmes is studied, and delays in their implementation due to lack of funding are noted, with the exception of certain programmes aimed at supporting persons with disabilities, orphans, war veterans and internally displaced persons. The existing social programmes of the Lutsk City Territorial Community were studied and analysed: Comprehensive Programme of Social Support for War Veterans and Their Families for 2024–2026; Social Protection Programme for 2023–2025; Social Benefits for Children Programme for 2024–2026; Social Services Development Programme for 2021–2025; ´Community without Barriers´ Programme for 2024–2026; Social Adaptation Programme for Persons with Disabilities for 2024–2026; Enforcement of Court Decisions and Executive Documents Programme for 2024–2026; Co-financed Housing Programme for ATO/JFO Participants and Their Families for 2021–2025, and the peculiarities of their formation and implementation are identified.The author suggests ways to improve the effectiveness of targeted social protection programmes: strengthening the targeting of social assistance, digitalisation and automation of the processes of developing and implementing social programmes, focusing programmes on the prevention of social risks, decentralisation of social programme management, improvement of the regulatory framework, continuous monitoring and evaluation of the effectiveness of social programmes, ensuring intersectoral cooperation and partnership, and adherence to a gender-sensitive approach in the formulation of social programmes, public involvement in the development of social programmes, ensuring the flexibility of social programmes in crisis situations.Prospects for further research are to develop practical recommendations for improving the effectiveness of local social programmes in the post-war period.</p>Andrii KOLOSOKOlena MELNYK
