<p>The article focuses on social work with internally displaced persons, particularly the analysis of innovative practices of assistance and adaptation under current societal challenges. The purpose of the study is to outline innovative technologies for social support and adaptation of IDPs during martial law. The research employed general scientific methods of cognition, including analysis and synthesis, systemic and comparative approaches, generalization, as well as structural-functional and sociological methods. The findings show that the modern system of social work with internally displaced persons in Ukraine is characterized by a multilevel structure, complexity, and focus on long-term integration of displaced people into host communities. It has been proven that the effectiveness of social assistance is ensured through the combination of state, public, and international resources, which makes it possible to create comprehensive support programs encompassing humanitarian, psychological, educational, and economic components. The study identifies directions for improving the system of social support for displaced persons, including continuous monitoring of needs and program effectiveness; personalization of approaches to clients; strengthening psychological assistance; and developing self-sufficiency skills. The importance of improving the qualifications of social workers, enhancing social payment mechanisms, and creating conditions for affordable housing and employment has been emphasized. Particular attention is given to the social integration of IDPs into community life through involvement in volunteer initiatives, mutual aid programs, and joint development projects. It is demonstrated that the integration of digital, socio-economic, and psychotherapeutic tools shapes a new paradigm of social work aimed at sustainable development, inclusion, and the strengthening of human potential in wartime conditions. <p>The article presents an analysis of the Program for the social integration of internally displaced persons into the life of the Orinynska territorial community of the Kamianets-Podilskyi district of the Khmelnytskyi region for the period 2024–2026. The program was created in accordance with the current legislation of Ukraine and the regulatory 10 acts of the Cabinet of Ministers and provides for the coordination of activities of local self government bodies, state bodies, educational and cultural institutions, and public organizations in the implementation of social integration measures. The aim of the program is to comprehensively ensure the rights and social support of internally displaced persons, create adequate living conditions for them, provide access to medical, educational, administrative, and cultural services, as well as provide psychological assistance and support in the process of adaptation to the new environment. The main areas of the program's implementation include promoting the social adaptation of internally displaced persons, which involves ensuring housing rights, social protection, employment, information support, access to medical and educational services, health improvement for children, and psychological support. In addition, the program provides for the promotion of social integration of internally displaced persons into 9 the community through annual monitoring of the state of adaptation, construction and reconstruction of housing, the creation of consultative mechanisms for the participation of internally displaced persons in the decision-making processes of local self-government bodies, as well as the implementation of cultural, educational, and patriotic and educational activities for young people. The implementation of the program is aimed at raising the awareness of internally displaced persons about available social, medical, educational, and administrative services, creating favorable conditions for their employment and self-realization, as well as providing adequate social, psychological, and educational support. The program involves the use of budgetary resources from the Orininsky Village Council, the state budget, and the budget of the Khmelnytskyi region, as well as international grants and charitable assistance. <p>The article explores the essence, structure, and classification of social services, as well as the specific features of their provision to vulnerable population groups under the conditions of military conflict in Ukraine. The authors emphasize that the ongoing war has caused profound social transformations, which have significantly affected the system of social protection and necessitated the adaptation of social support mechanisms to crisis circumstances. It is highlighted that during wartime, the number of people requiring assistance has sharply increased, including internally displaced persons, veterans, families of servicemen, persons with disabilities, children, and civilians affected by hostilities. The study systematizes the main types of social services defined in the “Classifier of Social Services” of the Ministry of Social Policy of Ukraine, which include social protection, medical, educational, housing and communal, transport, and cultural and leisure services. Special attention is given to issues of accessibility, efficiency, and quality of social services in crisis conditions, as well as to the importance of interagency cooperation and partnerships between state institutions, non-governmental organizations, and international actors. The article stresses that war has shifted the priorities of social policy – the focus has moved toward emergency response, mobility of social workers, development of crisis management approaches, and strengthening of psychological and rehabilitation support for the population. The authors also underline the importance of professional training, cultural competence, communication skills, and crisis management abilities of social workers who provide assistance in challenging and unpredictable environments. <p>The aim of the article is to provide a comprehensive analysis of deontological and ethical issues in social work with migrants, as well as to examine international practices of social support and the possibilities for their adaptation to the Ukrainian context. The subject of the study is the professional ethical guidelines of social work and the mechanisms of their implementation in the practice of supporting migrants, while the object is the processes of social integration and protection of migrants’ rights in both national and international contexts. The research methodology is based on a comprehensive analysis of scientific publications, regulatory documents, and international practices, using a comparative approach and a philosophical-ethical reflection on the professional activities of social workers. Special attention is paid to the analysis of cultural competence, cultural humility, social justice, and human rights as key professional orientations. As a result of the study, it has been established that social workers face a conflict between bureaucratic requirements and humanistic values, and that effective work with migrants requires the integration of legal, cultural, and psychological approaches. International practices of social support in Germany, Sweden, Canada, and the Netherlands were analyzed, demonstrating a comprehensive combination of legal protection, social integration, and psychological assistance. For Ukrainian practice, these studies serve as a reference for creating adapted models of social work that consider national specificities and the challenges of global migration. <p>The purpose of the article is to identify the characteristics and problems of access to primary health care (PHC) in territorial communities of the Kharkiv region in conditions of war. The theoretical and methodological basis of the study was the concept of J. Levesque, which allowed for a comprehensive analysis of the characteristics of the primary health care system in the communities of the Kharkiv region and the capabilities of community residents. Methodology. The article is based on the materials of a study conducted in 2024 in the territorial communities of the Kharkiv region, which was exploratory in nature. An online survey using a Google form was used to collect data. The total number of respondents to the online survey was 371 patients of primary healthcare facilities in the territorial communities of the Kharkiv region. The survey covered indicators of healthcare accessibility from the perspective of the system (reachability, acceptability, availability and location, financial accessibility, suitability) and patients (awareness of needs, ability to find and access care, ability to pay, active participation in treatment). Scientific novelty. For the first time, the state of primary medical care accessibility has been comprehensively assessed in the frontline region of Ukraine, taking into account the impact of the war. Systemic barriers have been identified, including staff and technical shortages, insufficient digitization, and limited transport accessibility, as well as behavioral barriers, such as delayed seeking of help, psychological barriers, low digital literacy and limited understanding of medical documentation. Conclusions. Despite patients' high assessment of the accessibility, acceptability, and adequacy of primary health care, the consequences of the war – destruction of infrastructure, reduction of medical personnel, and economic instability – have a significant impact on its accessibility. Further development of PHC requires technological modernization, strengthening of human resources, improvement of transport accessibility, and increasing the medical and digital literacy of the population.</p>Iryna YEVDOKYMOVA

<p>The article analyzes the legal, institutional, and practical mechanisms for protecting internally displaced children (IDCs) in Ukraine during wartime, emphasizing the role of civil society and international organizations in implementing state social protection policies for children affected by armed conflict. Particular attention is paid to the study of crosssectoral cooperation between state institutions and non-governmental organizations in providing social, psychological, and material support to internally displaced children. The research applies a systemic-structural and comparative approach, which made it possible to analyze the current Ukrainian legal framework governing the rights of displaced children – including the Laws of Ukraine “On Ensuring the Rights and Freedoms of Internally Displaced Persons,” “On the Protection of Childhood,” “On Social Services,” as well as relevant decrees of the Cabinet of Ministers and orders of the Ministry of Education and Science. An analytical method was used to generalize statistical data and reports from international organizations such as Caritas Ukraine, Save the Children, UNICEF, and World Vision International, which reflect the scale of humanitarian, educational, and psychological assistance provided to children in Ukraine. The descriptive-analytical method enabled the evaluation of these programs’ effectiveness and the formulation of recommendations for integrating their best practices into national policy. A comprehensive analysis of the legal foundations and practical mechanisms of social protection for internally displaced children under wartime conditions was conducted. The study identifies the role of leading charitable and international organizations in providing integrated assistance that encompasses educational, psychological, social, and material components. The article substantiates the need to create a national support system for displaced children in Ukraine based on the model of «Child-Friendly Spaces», which would combine state programs with non-governmental practices. Additionally, it proposes the implementation of a state program titled “Safe School,” inspired by the “HOVORY” (“Speak Up”) project of the Ukrainian Catholic University’s Center for Child Dignity. This initiative introduces electronic safetyreporting tools and promotes a culture of secure educational environments for children. The study’s findings indicate that the existing system of social protection for internally displaced children in Ukraine requires further improvement and institutional strengthening. Despite a well-developed legal framework, implementation at the community level remains inconsistent due to personnel shortages, financial constraints, and limited psychological services. Civil and international organizations play a crucial role in addressing these gaps, ensuring timely responses to the needs of children and their families. To enhance the effectiveness of state policy, it is advisable to integrate successful humanitarian practices into the national social protection system — including targeted cash grants, psychosocial support programs, and the expansion of local child assistance centers in every community. Implementing these measures would help establish sustainable mechanisms for protecting children’s rights, improve social safety, and restore the psychological well-being of children who have experienced forced displacement.</p>Mariia ZHINCHYN

<p>The article examines the role of personal resources in the process of resocialization of forced migrants. The fullscale war has caused unprecedented waves of internal and external migration of Ukrainians, destroying social ties and complicating access to housing, employment, and essential services. Against this backdrop, resocialization emerges as a key dimension of social policy – the restoration of individuals’ capacity for interaction, self-identification, and active participation in host communities, despite traumatic experiences and limited resources in host environments. The purpose of the article is to theoretically substantiate the role of personal resources in the resocialization of forced migrants and to clarify the conditions for their effective integration. The study applies a theoretical and analytical synthesis of approaches in social work, sociology, and psychology; generalizes empirical data on wartime migration; and employs structural-functional analysis of institutional support mechanisms along with the principles of trauma-informed practice. Resocialization is conceptualized as a multi-stage process – from the desocialization of obsolete roles to the acquisition of new norms and the formation of renewed identity and social connections. The central mechanism is represented by personal resources such as motivational resilience, reflexivity, emotional self-regulation, social competence, flexibility, and self-efficacy. The article substantiates the advantages of the integrative acculturation strategy, which combines the preservation of cultural identity with participation in the institutions of the host country. The necessity of trauma-informed psychosocial interventions, language training, recognition of qualifications, and career guidance to reduce “secondary vulnerability” is emphasized. The author concludes that social work functions as a bridge between the individual, the community, and institutions through case management, intersectoral collaboration, and community-based approaches. Effective programs should combine individual support with the development of local services, digital formats of assistance, and reintegration packages for potential returnees. Building intercultural competence among migrants and professionals, along with stable mechanisms for financing the “social route” of a migrant, are key to sustainable integration and social cohesion.</p>Andrii KAMBUR

<p>Social work with displaced persons in the context of the migration crisis caused by the full-scale war in Ukraine has gained particular significance both in terms of humanitarian assistance and in the long-term perspective of their integration into a new socio-cultural environment. It is emphasized that social projects occupy a key place in the system of support for displaced persons from Ukraine in Germany, as they reduce the risks of isolation and marginalization. These projects are aimed at stabilizing the psycho-emotional state of displaced persons, providing professional training and retraining, overcoming language barriers, and familiarizing them with German culture. The monitoring of social projects serves as a crucial instrument for managing the quality of services, adapting to the changing needs of the target group, and evaluating the effectiveness of integration policy. The purpose of the study is to analyze Germany’s social projects aimed at supporting Ukrainian displaced persons and to describe the model of their monitoring. The research methods include: analysis of scientific literature, interdisciplinary reports, and empirical materials; structural-functional analysis of monitoring systems; comparative analysis of social integration practices; and case studies of regional and federal programs. The article examines the monitoring model of social projects functioning in Germany (at the governmental, academic, and civil society levels), and describes its principles, methods, tools, and indicators. Concrete examples of the implementation of monitoring mechanisms are provided. The conclusion is drawn that the German experience in implementing social projects and their monitoring in the field of social work with displaced persons demonstrates a high level of institutional development, but requires further involvement of the target group representatives in evaluation processes, flexible updating of indicators, and strengthening the exchange of practices between federal states. <p>The purpose of the article is to provide a theoretical substantiation of ways to improve the social adaptation of combatants based on foreign experience. The article reveals the relevance of the problem of social adaptation of combatants and the importance of finding effective ways to ensure it in the conditions of a full-scale military invasion. Scientific approaches to the essence and significance of the subject of research have been studied, and our own understanding of the category of social adaptation of combatants has been formed: it is a complex, long-term, and comprehensive process of recovery, adaptation, and integration of former military personnel into civilian life, covering the social, psychological, economic, legal, and cultural aspects of their lives. It involves restoring a person's ability to perform social roles, adapting to civilian life, forming new social connections, overcoming the effects of physiological and psychological trauma, and changing value orientations and professional skills. The features of social adaptation of combatants in the United States, Israel, Germany, France, and Great Britain have been studied, and it has been noted that the experience of these countries can be used in domestic realities. The state of social adaptation of combatants in Ukraine has been studied, and a trend towards a rapid increase in the number of combatants and persons with disabilities as a result of the war during 2021–2025 has been identified. A high level of digitization of administrative and social services for combatants in Ukraine has been noted in comparison with foreign countries. Areas for improving the social adaptation of combatants have been proposed as follows: development of housing and social programs; provision of educational and informational support; development of partnerships between the state, communities, and public organizations; support for veteran sports and leisure activities; development of veteran self-government; support for families of those killed and missing in action; digitization of social services; development of a system of psychological rehabilitation and support; facilitation of employment and professional reintegration. <p>Purpose of the work. The purpose of this article is to study the impact of decentralization on social work, to identify social problems and needs of social work when implementing changes in the process of decentralization, in particular – in conditions of military operations, training specialists for community work in Ukraine. Methodology. The methodology of the study is the analysis of administrative changes to the social and psychological aspects of interaction between local authorities and citizens, the analysis of modern social programs, the generalization of the system of training social workers, the description of theoretical achievements on this issue. Scientific novelty. It is determined that decentralization has become an important part of the administrative and territorial reform in Ukraine, aimed at strengthening local selfgovernment and improving local management. This, in turn, creates new conditions for the implementation of social work, the provision of social services. The article analyzes key aspects of changes in the organization of social work, focusing on new challenges and opportunities. In particular, some issues of organizational reform of social services provision at the local level, issues of personnel training and retraining of specialists, as well as changes in social work management against the background of new political and economic realities are considered. Conclusions. It has been established that the system of social services provision in Ukraine has been changed in connection with the implementation of decentralization, giving local authorities more powers and responsibility for the provision of social services. This has made it possible to increase the flexibility and adaptability of the system to the needs of specific communities, which, in turn, has improved access to social services for most segments of the population. <p>The article analyses the main components of psychological assistance to combatants as a direction of social work in the context of their readaptation to civil society conditions. Social readaptation is understood as the process of harmonising a person with the surrounding world, during which contradictions between a certain type of personality (a former military serviceman and members of his family) and a certain type of social environment (new socio-economic conditions and the transition to a new type of professional activity) are resolved. In particular, it is noted that the social protection of military personnel who have participated in combat operations is one of the most important areas of military-social work in the Armed Forces and social work in general. It is a reliable guarantee of respect for the rights and legitimate interests of personnel, enhancing the prestige of military service, strengthening law and order and military discipline, maintaining a high level of morale and psychological well-being among military personnel, and, ultimately, is an important factor in the successful accomplishment of the tasks facing the Armed Forces of Ukraine in the War for Ukraine's Independence. It is emphasised that effective use of the recommendations is possible when the following factors are combined: positive motivation of military personnel aimed at the readaptation process; organisation of group and individual work taking into account the characteristics of the adaptation cycle at all stages of psychological assistance; organisation of social and psychological support and rehabilitation on an interdepartmental basis; the development and implementation of mechanisms for coordinating the interaction of all interested parties (ministries, departments, public organisations, volunteers, etc.); the participation of specially trained social workers and qualified psychological counsellors in programmes for the social and psychological readaptation of military personnel.</p>Oksana KRAVCHENKOTetіana HRYHORENKOVeniamin HRABOVYI

<p>The article examines the phenomenon of volunteer digital mediation as a driving factor in the digitalization of social support in rural territorial communities of Ukraine. It identifies the specific features of access to digital social support services for residents of rural areas, including challenges related to the digital inclusion of older adults, persons with disabilities, internally displaced persons, and other vulnerable groups. It is substantiated that volunteers act as intermediaries between recipients of social support and digital platforms by providing informational assistance, registration support, consultations on the use of electronic services, and training in basic digital literacy skills. The article analyzes innovative practices of cooperation between social service providers, civil society organizations, and volunteer initiatives that use digital tools to collect needs, communicate with recipients of support, mobilize community resources, and provide targeted assistance. Models of digital volunteer support are presented, including online communities, chatbots, remote consulting services, and digital hubs based in educational and cultural institutions of the community. The study proves that the involvement of volunteers in the digitalization of social support expands population access to social services, enhances inclusive social interaction, and contributes to the strengthening of social cohesion in rural communities. <p>The article reveals the features of the introduction of day care services for young people with disabilities on the basis of public organizations in Ukraine. The relevance of the topic is due to the increase in the number of people with disabilities in conditions of full-scale war, as well as the implementation of the deinstitutionalization policy in Ukraine. The purpose of the article is to consider the social service of day care as a tool of deinstitutionalization, to study successful practices of providing this service to young people with disabilities in Ukraine by public organizations and to develop recommendations for its introduction. The authors of the study emphasize the importance of providing day care services specifically for young people who, after reaching the age of 18, lose access to specialized children's centers and programs, which limits the possibilities of their further development and socialization, mastering the skills of independent living and work in accordance with their capabilities. The introduction of this service at the level of the territorial community will contribute to the deinstitutionalization of care for young people with disabilities, will ensure the realization of their right to live in a family and community, to development and social adaptation. In turn, the day care service will allow parents or guardians to free up time for work, self-realization and rest. The experience of providing day care services by public organizations «Dzherelo» and «Maysternya Mriy» is considered. It was determined that the creation of day care centers in territorial communities on the basis of public organizations, the founders of which are often parents of young people with disabilities, or people who are not indifferent to their problems, has a number of advantages: interest in providing quality services, experience in caring for people with disabilities, an individual approach and the use of innovative work methods. <p>The article reveals the theoretical and applied principles of psychosocial work with adolescents in the context of modern socio-cultural transformations, military events and digitalization of social life. The relevance of the problem associated with the growth of psycho-emotional, behavioral and social maladaptations among young people as a result of crisis factors, in particular military stress, information overload, disruption of family ties and changes in social values is substantiated. It is determined that adolescence is a critical period of personality formation, in which it is especially important to provide psychological support, develop resilience and social competence. An analysis of the main scientific approaches to organizing psychosocial assistance to adolescents is carried out: systemic, humanistic, cognitivebehavioral, activity-based and resource-oriented. It is shown that effective psychosocial work is integrative in nature and involves the interaction of psychological, social, pedagogical and communicative resources. The systemic approach allows us to consider the adolescent in the context of a complex network of social relationships, the humanistic approach focuses on acceptance, empathy, and the development of internal potential, the cognitive-behavioral approach provides work with dysfunctional beliefs, the activity approach promotes the formation of an active position, and the resourceoriented approach activates the positive capabilities of the individual. Particular attention is paid to the impact of war and digital transformation on the psyche and behavior of adolescents. It is determined that modern challenges require new formats of psychosocial support that combine traditional methods with digital technologies – online counseling, distance self-help programs, interactive trainings for the development of emotional intelligence. The importance of the ethical responsibility of professionals working with adolescents in crisis conditions is emphasized, in particular, maintaining confidentiality, respecting the client's autonomy, and preventing secondary traumatization. The role of psychosocial work as a means of forming in adolescents psychological stability, a sense of security, trust in the world, the ability to overcome difficulties and build constructive social ties is revealed. It is emphasized that a modern specialist must have interdisciplinary thinking, emotional competence, the ability to act in conditions of uncertainty and apply innovative assistance technologies. It is proven that the combination of classical theoretical models and digital formats of interaction ensures increased effectiveness of psychosocial work with adolescents, promotes their adaptation, self-development and social activity.</p>Svitlana MYKOLIUK

<p>The article analyzes the current state of social support for families with children in the activities of family centers. The relevance of the study is determined by the growing need for professional social support for families, especially under the conditions of the full-scale military invasion of Ukraine. The paper provides a theoretical analysis of the concept of «social support» in the context of social work and examines various scientific approaches to its interpretation. The views of Ukrainian scholars are summarized, defining social support as a system of state measures, professional actions, and services aimed at ensuring proper living conditions for individuals and families in difficult life circumstances. Based on the analysis of international experience, the functioning of family support centers in different countries is characterized. The activities of the Kyiv City Family Center «Rodynnyi Dim» are considered, including the legal framework of its operation, its mission, main tasks, and key areas of work. A statistical analysis of the dynamics of the Center’s activities for the period from 2022 to the first half of 2025 is presented. A stable positive trend is revealed in both the number of persons covered (from 15318 in 2022 to 23166 in 2024) and the volume of services provided (from 21141 to 35894, respectively). The article summarizes the key features of the effective functioning of family centers: a comprehensive approach, preventive orientation, use of modern methods, emphasis on group forms of work, a well-developed partnership network, and adaptability to community needs. The paper identifies promising directions for the development of such institutions, including the expansion of mobile forms of work, the implementation of digital technologies, strengthening intersectoral cooperation, and the creation of a system for monitoring and evaluating effectiveness. The study proves that family centers are an essential element of social infrastructure, especially under crisis conditions; their activities contribute to strengthening the family institution, fostering a culture of responsible parenthood, and ensuring the psychological wellbeing of all family members.</p>Yuliia NIKOLAICHUK

<p>The article substantiates the relevance of applying the principles of the competency-based approach in the training of social work specialists for work with war veterans and their family members. The authors emphasize that contemporary social challenges related to providing psychological, social, and material support to veterans and their relatives require specialists to possess not only knowledge and skills but also well-developed competencies that integrate professional, social, and emotional aspects of activity. An analysis of scientific approaches to the concepts of “competence” and “competency” in psychological and pedagogical literature has been conducted. The approaches of both Ukrainian and foreign researchers to defining the content of competency are thoroughly examined. An important component of the study is the description of the conditions for organizing the training process of social work specialists focused on working with war veterans and their family members, taking into account current societal challenges and needs. Key factors for effective training are identified, including the integration of theoretical knowledge and practical skills, the development of interpersonal and communication competencies, the formation of emotional resilience, the ability to adapt under high psycho-emotional stress, and the ability to work in multidisciplinary teams. It is concluded that the competency-based approach allows for the formation of an integrated system of professional, social, and personal competencies capable of ensuring high-quality social work, meeting the requirements of the modern labor market, and developing a competitive specialist ready to face the challenges of wartime and post-war contexts, as well as effectively respond to the social, psychological, and emotional needs of veterans and their families.</p>Yaroslava YURKIVOlesya TOVSTUKHA
