TOOLS FOR SOCIAL REVITALISATION IN TERRITORIAL COMMUNITIES

Abstract

The article examines social revitalization as a key element of programs for the comprehensive restoration of territorial communities. Based on the analysis of the concept of ‘revitalization’, social revitalization is defined as the process of social revival of a territorial community through the restoration of social relations, social consolidation, and solving social problems of the population. It is determined that in the process of social revitalization, it is necessary to ensure the creation and development of the community’s own system of providing social services to vulnerable groups of the population, in accordance with their needs and state standards. To do this, it is necessary to apply social services commissioning and intersectoral cooperation between local authorities and private business and NGOs. For the effectiveness of project management in social revitalization, it has been determined that the initiative should come from the community, which will create viable products. Particular attention should be paid to the use of project management in working with young people. In the context of the need for social solidarity as a driving factor for social recovery, social well-being can only be achieved through ensuring the social inclusion of every member of the community. It is emphasized that the creation of social enterprises is a way to solve social problems of the community. Effective tools that enable and accelerate the process of restoring the stable functioning and further development of territorial communities (including those affected by the war) include social work; intersectoral cooperation; social services commissioning; project management; social entrepreneurship; and tools that help increase the birth rate.
