“CULTURE”, “CULTURAL POLICY”, “CULTURAL SPACE” IN THE CONTEXT OF UKRAINE’S GOVERNANCE MODEL

Abstract

The European approach to developing Ukrainian society emphasizes the importance of understanding the principles and standards of effective cultural policy recognized by the civilized world. The current era requires us to reevaluate the concepts of “culture”, “cultural policy”, and “cultural space”, as well as their role in shaping an effective governance model for Ukraine. The purpose of this article is to analyze the conceptual, categorical, and historical aspects of understanding and distinguishing key terms within the context of modernization processes in Ukraine. The methodology of the research includes a scientific-theoretical approach to studying the terms mentioned above, along with methods of analysis and synthesis To achieve this goal, the article will address the following objectives: 1) unveiling the essence and concept of culture as a multifaceted social phenomenon with universal influence; 2) examining the idea of “cultural space” as a process that facilitates the barrier-free exchange of cultural values, achievements, and unique elements among various social groups; 3) identifying the characteristics of cultural policy as a structured concept of state governance that aims to ensure the cultural and informational stability of the country while preserving its cultural values. Scientific Novelty. This article explores the set of characteristics and distinctions in normative, conceptual, and terminological frameworks in the context of effective socio-cultural transformations in Ukraine. Conclusion. The article emphasizes that culture and cultural policy can be viewed as a unified value-semantic phenomenon with both civic and ethnic meanings. The civic aspect refers to the integration of national cultural elements with the state’s democratic-legal policies, while the ethnic aspect relates to the preservation of cultural memory within specific territories. Under modern conditions, theorists of culture, citizens, and managers at various levels increasingly recognize the need to comprehend the key features of the terms “culture”, “cultural policy”, “cultural space”. This is achievable through the lens of strategic thinking, proportionality, subsidiarity, and continuous collaboration.
