ANALYSIS OF THE SOCIAL INTEGRATION PROGRAM FOR INTERNALLY DISPLACED PERSONS INTO THE LIFE OF THE TERRITORIAL COMMUNITY

Abstract

The article presents an analysis of the Program for the social integration of internally displaced persons into the life of the Orinynska territorial community of the Kamianets-Podilskyi district of the Khmelnytskyi region for the period 2024–2026. The program was created in accordance with the current legislation of Ukraine and the regulatory 10 acts of the Cabinet of Ministers and provides for the coordination of activities of local self government bodies, state bodies, educational and cultural institutions, and public organizations in the implementation of social integration measures. The aim of the program is to comprehensively ensure the rights and social support of internally displaced persons, create adequate living conditions for them, provide access to medical, educational, administrative, and cultural services, as well as provide psychological assistance and support in the process of adaptation to the new environment. The main areas of the program's implementation include promoting the social adaptation of internally displaced persons, which involves ensuring housing rights, social protection, employment, information support, access to medical and educational services, health improvement for children, and psychological support. In addition, the program provides for the promotion of social integration of internally displaced persons into 9 the community through annual monitoring of the state of adaptation, construction and reconstruction of housing, the creation of consultative mechanisms for the participation of internally displaced persons in the decision-making processes of local self-government bodies, as well as the implementation of cultural, educational, and patriotic and educational activities for young people. The implementation of the program is aimed at raising the awareness of internally displaced persons about available social, medical, educational, and administrative services, creating favorable conditions for their employment and self-realization, as well as providing adequate social, psychological, and educational support. The program involves the use of budgetary resources from the Orininsky Village Council, the state budget, and the budget of the Khmelnytskyi region, as well as international grants and charitable assistance. The implementation of the planned measures will reduce the negative consequences of internal displacement, contribute to strengthening social cohesion in the community, raise national awareness, and create conditions for the sustainable development 13 of 9 the local community, taking into account the needs and potential of internally displaced persons.
